As the topic asks. What kind of oil should it be in the steering gear?. It is a 1940 Chevy Special delux coupe so it has the knee action front suspention.

I'd use something sorta thick like chassis lube. I gave up on that old box last year and replaced it with a late GM box via an adapter kit from Buffalo Ent. This was in my 47 coupe, same steering and suspension as yours.

Use only SAE 90 EP n the stearing box. Same as in your trans. & Diff. Chasis greese will not lube it, only 'move around' in there and "take up space" etc. Especially in cold weather. Same for all with stearing box(s) that have a fill plug.

If someone has greased it the oil will soften it up. The only other cure is to disassemble it and wash everything etc.

Use hydralic oil in the shocks. Same up through 1948 on those.
