i had my 1 bbl carb rebuilt, my question is can i just screw it down, and play or would i have to tune it?

You are going to have to do some tuning.

I'm going to assume this is a older stock GM setup of some kind.
If so, idle speed and idle mixture are the adjustments you need to make. With the engine running and warmed up, turn the idl speed screw until you get it to idle at the proper rpms, then hook up a vacuum guage somewhere below the throttle plate so you get a full manifold vacuum reading, and adjust your idle mixture screw until you get the best vac reading.
A factory shop manual or a good Motors, Chilton or Haynes manual will give you all of the proper tuneup specs.
