With respect to your mystery carb- if the tube enters on the fuel pickup arm side of the divider plate, fuel probably could get pushed into the tube by forward motion of the arm. However, unless there's some sort of control, the fuel in the tube would leak out the side of the bushing when the slot was not lined up, both inside and outside of the carb- a definite fire hazard. You may want to "bench test" this feature before bolting it to your engine. The flow figure for the 1 1/4 Reece Fish given on the Minispeed site was 114 Scfm (probably taken at 10" H20 depression).
