We need to know what your rear gear ratio is.
Stock coverter?
You would need to make it as light as possible.
But if you just have 308 gears(guessing),non posi rear, stock converter.3400LB car I would say w/those bolt on items you mentioned it could do a 17-18 second 1/4 mile?
Powerglide is killing your launch & ability to accelerate quickly.
Torque converter needs to stall to @ least 2500 RPM.
There is a list of items you need to do before it will run 14 & even 15's in the 1/4
