Sounds like it might be sucking in air and not enough gas.
Cheap trick:
Try spraying some starting fluid around the outside of the carb around the gaskets and screws when its ideling, if it revs up then you know that their is a gasket leaking in the carbs.
Mine was that way till i found a couple loose screws (no comments on this last line please
