It sounds like the return spring on the starter
solenoid is not releasing the pinion from the flywheel starter ring. It could be after sitting unused for so long that the solenoid piston is corroded and needs to be cleaned. I would pull the starter and check before attempting to start your 250 again. You should not need any shims.
