Dear Dave;
Your on the 'right track' do it with pistons.
Milling the deck is for making it "square" with the crankshaft centerline.
If you 'CC' a head chamber & give that figure to the piston Mfg. they can/will make the ratio you want.
This holds true for most engines as well.
