Since the carb was checked on another engine and seemed to do satisfactory, i'd look at other components in the system that are fuel related such as fuel pump. Have you checked to see what kind of fuel pressure you have and if its steady and not fluctuating. Also, if the vehicle has set for a long time before being run, maybe check to make sure the gas tank is vented and not obstructed.
