Hmmm....sounds deeper than that to me. I'd start the timing at 8 degrees advanced with out vacuum and see if that helps. The high idle sounds like carb problems, vacuum leak, or even valve hanging open. What are your valves adjusted at? Is that cam hydraulic or solid?
