I have a 65 Bel Air that started to smoke and burn some oil. I'm going to have the engine rebuild and would like to know what should I ask the machine shop to do, what can I add or get to pep it up a little and finally what should I expect to spend. I'm in Texas...

Something you might want to consider is swapping in the bigger 250. They're the same externally. Simply adding a 4 barrel carb and dual (split) exhaust helps too.
250s can use the bigger 307 pistons which can give you higher compression.

230 & 250 CI engines have the same size bore BTW.

I believe you can install a 250 crank into your 230 block & order 307 or 250 pistons.
That will make it a 250.
If you are going to get stock stanadard compression pistons,you can install a 194 (small chamber) cylinder head to raise the compression a bit.
