Waste gates are not digital, they begin to crack (leak) considerably before their "official" setting, and holding it completely closed helps spool. If you really needed to, the fix is either a more expensive gate, or rely on a Hobbs switch for a signal to a solenoid-operated gate, which will not move until the trigger signal is transmitted.
