IMHO the ft/lbs per psi isn't straight-forward.
Beginning with the fact that a NA motor is running at perhaps 1.5 psi vacuum @ WOT, just bringing the cylinder up to ATM (zero) is adding 1.5 lbs, or about +5.5% VE (and probably ft/lbs) at sea level.
Any boost at all is cumulative to that figure.
